Productivity of Rajya Sabha 46%, Cong should give explanation: Naidu

Union minister M Venkaiah Naidu said on Wednesday the productivity of the Rajya Sabha was only 46%, while Lok Sabha Speaker Sumitra Mahajan hoped parliamentarians will “take a conscious decision to ensure less disruptions” as she adjourned the House sine die.

 The winter session of Parliament, which began on November 26, concluded on Wednesday.

“The Upper House has passed only nine bills. Productivity of the Rajya Sabha was only 46%. It is a great disappointment… During the winter session, the Lok Sabha passed 14 bills and productivity of the House was about 100.46%,” parliamentary affairs minister Naidu said.

“The nation needs to be given an explanation by the Congress as to why they didn’t let Rajya Sabha function,” Naidu said.

In her remarks before adjourning the Lok Sabha, Mahajan urged the members to ensure that there was maximum discussion and legislative work and minimum disruption. “I hope that in the new year we will take a conscious decision to ensure less disruptions and more debates in the house while using all available parliamentary instruments to forcefully register our dissent and disagreement, if any,” she said.

The Lok Sabha lost a total of 8 hours and 37 minutes due to interruptions followed by forced adjournments. The House later sat for 17 hours and 10 minutes to compensate for the time lost.

Naidu said the Congress members had not allowed the question hour to run properly for the past many days. He said members had a right to protest and stage a walk out, but they had been raising slogans against Prime Minister Narendra Modi.

“The government from Day 1 has been saying we are ready to discuss any issue, but they (Opposition) didn’t allow the House to function,”

“The nation is disappointed in the manner in which Parliament functioned in the winter session.”

“Our government has done nothing wrong since coming to power. No minister has done anything wrong. No one can raise a finger on us,” Naidu said.
