Reviving PPP Model: Kelkar Comm submits report to Finmin

The 10-member panel headed by former finance secretary Vijay Kelkar has submitted its report on reforming the public-private partnership (PPP) model in infrastructure.

Refusing to get into the details of the report, Kelkar has said that Finance Minister Arun Jaitley is keen to quickly implement the report.

This report has dealt with issues ranging from capacity creation and contractual problems. This government has been talking about resurrecting the infrastructure space for a while now.

After the report was submitted, the Economic Affairs secretary Shaktikanta Das said: “This committee was constituted to look into the issues relating to the PPP sector in our country,” he said. It has addressed issues relating to contractual issues, finance, capacities and implementation issues, he added. The committee has held detailed deliberations and had wide stakeholder consultations.

On the timeline for implementation of recommendations, Das said, “I would not like to specify a timeline to implement the report because we have to go through the report and we have to see what kind of approvals will be required.

“Whether it requires administrative approvals within the ministry …obviously it will require some amount of inter- ministerial consultation. We have to see what needs to go to the Cabinet and if there is a legislative issue…we also have to go through it.”

Manish Agarwal, leader – infra, PwC, says this report is quite important for infrastructure development because the mandate was to review the PPP models and identify what went wrong and therefore how to move ahead.
